  • Responsibilities include the Conduct of socio-economic research, coordinating the formulation and review of Policies, coordinating the preparation of Ministerial and Annual Budgets, Monitoring and Evaluation, Cross cutting issues, preparation of project proposals in order to facilitate the acquisition of technical and financial support, coordinating Parliamentary and Cabinet Business, coordinating the development and review of the Ministry’s Strategic Plan in order to facilitate attainment of the Ministry’s objectives, Performance management and managing human, material and financial resources in order to facilitate the attainment of set objectives

  • For the period May2005 to February,2007 worked as Deputy Director for Planning, Quality Control, Research and Development
  • This role required deputizing Director of Planning and Information mainly on the Planning and Production of the Report of the Auditor General in line with both International and national standards responsive for appropriate Policy response
  • Worked as Director Planning and Information at the Office of the Auditor General (OAG) from February2007 to December2016
  • The responsibilities included coordinating planning, quality assurance and control, research and development activities in order to facilitate efficient and effective operations of the Office
  • Carried out Post Budget Implementation Scrutiny issues including assisting in the review of legal and institutional framework ensuring accountability in the use of public funds
  • Also assisted in the Restructuring and Institutional Development Project (RIDP) of the Office and managed the Royal Government of Norway and Swedish Financed Project (RIDP) as well as the Public Expenditure Management and Financial Accountability (PEMFA) Project, external audit component
  • Some of the achievements made during the time I was at ZRA included the following:
  • Increased the visibility of the Office of the Auditor General (OAG) by way of prioritizing the inclusion and operationalization of Public Relations function of the Office that amplified the value and benefits of the Office to the Offices’ clients and other stakeholders using various interventions, explaining the Audit processes and conducting stakeholder engagements through the radi and TV program, ‘The Auditor and You.’
  • Coordinated the introduction of New Types of Audits and Audit Quality Assurance - Helped the Auditor General to introduce and sustain the various types of audits beyond financial and regularity audits such as Forensic and Investigative audits, Information and Comunication Technology (ICT) audits and Performance and Environmental Audits.I, particularly had an input in developing the new audit methodologies, staffing the new units and carrying out quality control and assurance
  • Coordinated the Restructuring - Was a Restructuring and Institutional Development Project (RIDP) manager and focal point person
  • The RIDP was a project that assisted the Office of the Auditor General through Financial and Technical support from the Norweigian and Swedish Governments (NORAD and SIDA) for a period of more than fifteen (15) years
  • I managed this Project
  • Coordinated the Construction of New Offices - External Audit Task Manager for the Public Expenditure Management and Financial Accountability (PEMFA)
  • This was a multi donor PFM reform programme that included support to the Office of the Auditor General (OAG), Parliament (Public Accounts Committee - PAC) and the Ministry of Finance
  • It was for USD$19,000,000 and covered the period January,2005 to December2012
  • Under this support, the OAG HQ Office building was expanded
  • The Office buildings in Solwezi, Mansa, Kasama, Mongu and Chipata were constructed and the OAG transformed from having Regional Offices to having Provincial Offices
  • Improved OAG Reports - Changed the outlook of the Report of the Auditor General and refined the Audit process to respond to the dictates of International Standards for Supreme Audit Institutions ISSAIs and the Parlimentary requirements
  • Timely Production of the AG’s Reports – Assisted Auditor General (AG) to timely produce Reports of the Auditor General for the Financial Years2005 to2016 annually within the period as stipulated by the Constitution
  • Provided Leadership - Frequently acted as Deputy Auditor General Corporate Services, and twice, as Auditor General and represented the OAG at the International Organisation for Supreme Audit Institutions (INTOSAI) and the African Organisation of Supreme Audit Institutions (AFROSAI) and thereby made national contributions at that level.
  • Public (Paper) Presentation - Presented Papers on the role of external auditing and PEMFA in Public reforms in Zambia in Myami, USA during the International Consortium on Government Financial Management PFM foundation for Public Governance
  • Improved Supreme Audit Institutions (SAI)/ Public Accounts Committee (PAC) relations in Zambia and in the SADC Region - Was part of the team at AFROSAI-E that introduced guidelines and training program for Parliamentarians, PAC focal point Persons in SAIs and the Civil Society in the context of improving the value and benefits of SAIs
  • OAG inputs into the Vision2030 – Coordinated the Provision of inputs on the Vision2030 documents from the Governance, Transparence and Accountability component of the national development framework

  • Education and Skills Sector (ESSP) Plan (2021 to 2026) – Coordinated the finalization of the Education and Skills Sector Analysis (ESA) and ESSP
  • Zambia Educatioin Enhancement Project (ZEEP) – Coordinated the formulation and implementation of the 2017 to 2022, USD$ 60 Million ZEEP Project including staffing and supervising it
  • The ZEEP Project Development Objective (PDO) was to improve the quality of teaching and learning conditions intargeted primary and secondary schools focusing on girls
  • Zambia Education Enhancement Project (ZEEP) Phase 2 – Coordinated the formulation of the USD$ 120 Million additional financing Project
  • Global Partnership for Education (GPE) Grant supported Zambia Enhancement of Early Learning (ZEEL) Project, USD$39.01 Million – Coordinated the formulation of the ZEEL Project consistent with the ESSP
  • The aim of the ZEEL project is to improve equitable access to quality learning conditions in early childhood education in targeted schools
  • Keeping Girls in Schools (KGS) Project – Coordinated the formulation and implementation of the first Phase of KGS incliuding Staffing it
  • The KGS project is part of the Government Republic of Zambia (GRZ) World Bank financed Girls Educatiin and Women Empowerment and Livelihoods (GEWEL) Project
  • The GEWEL Project aims to support the Government of Zambia to increase access to livelihood support to women and acces to secondary education to disadvantaged girls in selected districts
  • The Project has three (3) components including Supporting Women Livelihood (SWL) under the Ministry of Comminity Development and Social Services, KGS under the Ministry of Education and Institution Strengthening and Systems Buiklding (ISSB) under the Gender division of Cabinet Office
  • I coordinated the KGS component Project formulation including its current staffing
  • USAID Let’s Read Zambia to run from 2019 to 2025, – Worked with USAID and coordinated the formulation of the Lets’s Read Zambia Project
  • The Project focused on improving reading outcomes for children in public nand community schools
  • The Project goals include Supporting ECE teachers in five (5) provinces to provide a play - based emergent literacy program; and ensuring a smooth transition from pre-primary to primary education
  • Coordinated the Creation of the National Science Centre – Coordinated the creation of the National Science Centre as a fully fledged Ministry of Education department
  • Teaching Council of Zambia (TCZ) – Coordinated the review and implementation of the Teaching Council of Zambia Act
  • Also coordinated the infrastructure for the same
  • Examination Council of Zambia (ECZ) – Facillitated the review of the ECZ Act to make it more responsive, Training in Government accounting and Auditing, Zambia Centre for accountancy studies (ZCAS), in conjunction with The Office of the Auditor General, ZCAS, Lusaka, 6th July to 24th July, 2005
  • Training in USAID auditing standards and Guidelines, US Agency for International Development, Lusaka, Zambia, June 2005
