OBSP Procedures
Tanker Technician
· Supervises the Import Quality Monitoring Scheme in the Southern Province of Zambia. This involves supervising border operations at Katima Mulilo, Kazungula, and Victoria falls borders. Currently stationed at Kazungula One Stop Border Post, supervising a team of 13 people.
· Supervising a team of inspectors working on imports of products such as biscuits, peanut butter,flour,Jam,fruit flavoured drinks,clear beer, portable spirits, cooking oil, olive oil, bottled water, toilet soap,detergents,dish washing liquids, safety shoes,petrol,diesel,kerosene,jet fuel, household electrical appliances,amargarine,lead acid batteries, primary batteries, used motor vehicles, road tankers etc.
· Instrumental in improving systems in the mentioned borders focusing on key components such as inspection, sample submission and retention, test results interpretation and corrective action implementation.
· Managed to improve inspection procedures through feedback, not only from myself but my team.
· Pursues innovation and collaboration among inspectors resulting in development and improvement of various documents such as procedures and reports.
· As supervisor, taken the lead to share knowledge through various presentations to equip inspectors with a deeper understanding of standards.
· Involved in inducting new inspectors to help them appreciate Import Quality Monitoring and settle down quickly in their new jobs.
· Privileged to chair committees to develop concept notes to successfully source funding for Risk Management Engine, Inspection Application, Quality Assurance System and Testing Equipment in the ZATP II Project. Was successfully involved in identifying and helping procure testing equipment under Lobito corridor project.
· Part of the internal audit team involved in system audit of Import Quality Monitoring and Domestic Quality Monitoring according to ISO 17020.
· Was key in setting up the first ZCSA operations at Kazungula OSBP.This involved being part of the procedures and operationalisation committee during the project up to commissioning.
· Involved in developing the procedures manual for Kazungula OSBP and also part of a committee working on business process mapping of Coordinated Border Management, CBM with World Customs Organisation and other stake holders.
· Key resource person on tanker inspection at ZCSA.Working with all borders to build capacity in tanker inspection and has trained inspectors at Nakonde i, Chirundu, Kazungula and Lusaka.
· Highly conversant with Border Management Act of 2018,Compulsory Standards Act of 2017,Standards Act No.4 of 2017,Food Safety Act of 2019,Public Health Act of 1930,Energy Regulation Act of 2019 and other regulations in Zambia.
· Conducted product certification and issuance of permits to supply of local products under voluntary and mandatory standards. This involved inspection and certification of products such as cement, deformed bars, number plates, safety shoes, on-pressure concrete pipes, roofing sheets, lime, paints, petrol, bottled water, fruit flavoured drinks,flour,mealie meal and biscuits
· Organised and coordinated daily and surveillance inspections for voluntary and compulsory standard products. Developed the first market surveillance report.
· Played a role in identifying appropriate laboratories and requesting for testing services for various samples including selecting current laboratory of use for cement testing in South Africa
· Submitting and monitoring samples and following up test results.
· Was involved in developing and maintaining certification guidelines and procedures
· Coordinated fuel tanker inspections including annual inspections and quarterly spot inspections with Energy Regulation Board,ERB.
· Was responsible for updating and managing the data base for road tankers on behalf of ZABS.
· Was key in training inspectors in tanker inspection
· Initiated the revision of the standards for safety shoes, number plates and development of the standard for liquid soap.
· Was key in identifying the accredited laboratory in South which is currently used to test cement samples.
· Was also a regular attendant of stake holder meetings in the energy sector at ERB to represent ZABS?
· I have also represented ZABS in various meetings as an expert with presentations at events such Zambia Institute of Architects annual conference, Insurance Association Conference and others.
