Supply Chain & Laboratory Services Coordinator

  • Support Deputy Project Director(DPD)-Technical services to provide technical oversight and direction to the laboratory unit paying attention to commodity security, sample management and referral, quality control and quality assurance; provide coaching, mentorship of staff and support in implementation of planned activities
  • Support to develop and implement annual work plans ensuring adequate funds are available for future activities
  • Revise/update work plans as needed based on budget requirements, actual expenditures, as well as changes in Government of Zambia and USG (Donor) priorities
  • Ensure quality compliance in the Project’s medical supply procurement and last mile delivery of Laboratory equipment, reagents and other consumables
  • Represent the USAID DISCOVER- Health at various technical meetings with other cooperating agencies, collaborating partners, senior government officials and/or donor agencies
  • Provide technical support and general oversight to USAID DISCOVER-Health supported laboratories to ensure commodity security and conformity to Ministry of Health guidelines and regulations
  • Provide leadership support to all Supply chain & laboratory staff working in the Projects supported facilities and plan for their continuous professional improvement courses/training as part of capacity building
  • Ensure all project supported laboratory equipment is functional and all laboratory tests are being done by hub laboratories in conformity with local and international quality standards
  • Maintain regular communication between supply chain and laboratory teams in the districts, and the DPD-Technical services while monitoring the national supply chain system
  • Working with Ministry of Health and other stakeholders (ZAMMSA/PSM), monitor national supply pipeline of Public Health commodities and regularly update USAID DISCOVER-Health service delivery points
  • Use relevant supply chain tools such as Quantification Analytics Tool for forecasting, electronic Logistics Management Information System for commodity pipeline monitoring to monitor commodities and use data
  • Provide regular technical support and guidance to USAID DISCOVER-Health hub staff in addressing logistics system problems to ensure consistent supply of HIV test kits and other laboratory commodities
  • Participate in the Ministry of Health technical working group meetings as required (Lab, Biosafety and Biosecurity, QMS, HIV/Syphilis duo, RTCQI, Multi-Disease Testing, Supply Chain Partners meetings etc.)
  • Conduct supply chain and laboratory training workshops and on-the-job training as assigned
  • Collaborate with Ministry of Health to ensure USAID DISCOVER-Health laboratory commodity needs are accounted for in the annual national forecasting and quantification
  • Participate in the Ministry of Health annual forecasting and quantification for HIV test kits and other laboratory commodities
  • Supervising warehouse logistics focusing on receiving, storing, picking, packing and shipping of laboratory and pharmaceutical commodities
  • Initiate procurement, receiving, issuing and last mile delivery of Public Health commodities (buffer stock) to service delivery point
