  • Provide technical support and advice in the data collection tools and customization, and improvement at the District and facility level.
  • Identify HMIS training needs, develop and customize training programs according to the local needs, preparing materials in line with the approved SOP for both the stakeholders and MOH.

  • Ensure that all the reporting tools are available and used accordingly.
  • Providing comprehensive monitoring and evaluation to all the 40 facilities on a quarterly basis and ad hoc as need arises. Provide baseline data for key indicators for the annual planning cycle.
  • Ensuring that all necessary information from both routine reporting, as well as from ad hoc data collection efforts and special studies, is collected, analyzed and used in guiding internal project planning and in informing external partners about project activities and accomplishments.
  • Oversee the implementation of M&E tools and models for collecting, analysing, and disseminating health data and information to enhance the performance of the district health activities.
  • Monitor programs progress both at district and facility level towards set targets and provide feedback.
  • Support detailed quarterly, semi-annual, and annual targeting and reporting requirements the district, and other stakeholders.
  • Result Lead modeling, validating, and analyzing of population-based and programmatic data to guide activity design, identify geographic priorities of new programmes, and improve monitoring and evaluation of district health programs.
  • Coordinate Data quality assessment (DQA) through confirmation of the accuracy, completeness, consistency and timeliness of health data for the district thereby ensuring that all facilities are reporting data that are reliable, valid, complete, comparable, and timely that translate to high quality data that used in decision-making.
  • Responsible for providing oversight quality assurance and improvement in programs such as HIV prevention, care and treatment, MCH, Family Planning, Malaria control and other service provision programs.
  • Monitor effectiveness of national programs such as immunization, malaria control while ensuring implementation of quality improvement initiatives for continuous quality improvement. Conduct field visits for data validation and verification in the context of assessing the program and district performance.
  • Lead evidence based development and implementation of the annual action plan the district and facilities.
  • Monitor progress, evaluate effectiveness of the planned activities in the action plan, and disseminate results of the programs activities and innovations for the district.
  • Provide data for planning and allocation of budgets, and evaluation of activities against the planned activities in the annual action plan.
  • Take part in expenditure reviews, where financial data on expenditures and data on program outputs are monitored therefore ensuring the linkage of action plans and budgets, which make up the major financial input.
  • Analyze population-based and programmatic data to inform the district action Plan for annual planning and other donor lead Health Implementation Plans (HIP).
  • Participate in the Strategic Information, Prevention and Clinical Technical Working Group to ensure effective communication and coordination of the district data collection, reporting, and analysis activities.
  • Promote data integrity through use and improved quality, and development of intuitive and easy-to-use self-service data products (reports, tables’ graphs and maps) to increase the effectiveness of programs through data visualization.
  • Provide planned and ad hoc technical support, capacity building and to the facility in-charges and program officers at the district office in the reporting tools, data collection, analysis, data visualization and use.
